Skillshop have requested the ability to control whether the link to CourseFinder appears to logged-in Recipients when they're viewing Account Settings.

Motivation: "To have everything as authentically Googly as possible and if the backend setting to course finder is toggled off then it should not be showing on the navigation menu."

If CourseFinder=disabled in Department settings, then CourseFinder button=not present on logged-in recipients' Account Settings page/s

This request potentially fits into the wider request from Issuers to have the recipients' account settings/wallets White Labelled.
